Identity History Summary Check (IdHSC) or FBI Criminal Background Check: The FBI has implemented a new option to electronically submit requests and receive responses for Identity History Summary also known as Criminal History Record or Rap Sheet. An individual can obtain their Identity History Summary that record certain information taken from fingerprint submissions kept by the FBI, information related to arrests, federal employment, naturalization and or military service, personal review, information on record, adopting a child, meet a requirement to live, employment clearances, immigration, Visa, licensing or travel in a foreign country, court-related, send to attorney review and much more.

FBI (FD-258) card for use by law enforcement agencies in fingerprinting applicants for law enforcement positions. Officials of the State Federal, State and Local Governments agencies are normally using this card for the Employment, Licensing, Court Orders, Permit, Visa, School, Colleges, Personal reviews. FBI Background Check is under the direct control of FBI – CJIS. According to the U.S. Department of Justice Order Number 556-73, FBI Background Check for the out of state must go through Electronically and a set of Flat and Roll Ink Card print (FD-258).  Submit all related documents or explain the reason with a valid Government-issued photo ID, we will verify and start the process. Apostille vs Authentication: An apostille (French word meaning notation) is a standard certification provided under The Hague Conference on Private International Law: October 5, 1961 Convention Abolishing the Requirement of Legislation for Foreign Public Documents for the purpose of authenticating documents for use in foreign countries. An Apostille is a form of certification issued by the Secretary of State to documents for use in countries that participate in the Hague Convention of October 5, 1961. If the country of intended use does not participate in the Hague Convention, documents being sent to that country may be required to obtain an additional federal Certificate of Authentication from the U.S. Department of State of Authentications placed on top of the state issued apostille. The United States has authorized the Authentication Officer of the United States Department of State, clerks and deputy clerks of the federal courts, the secretaries of state (or their counterparts) of the various states, and designated officials in the United States territories to issue apostilles. The Michigan Secretary of State is among the authorities in the United States of America authorized to issue an apostille as referred to in the Hague Treaty.

What is the difference between authentication and apostille?
An apostille is for documents to be used in countries that participate in the 1961 Hague Convention Treaty. Authentication certificates are for documents to be used in countries that do not participate in the 1961 Hague Convention Treaty.

Does the FBI provide apostilles?
An apostille is a certification that a document has been “legalized” or “authenticated” by the issuing agency through a process in which various seals are placed on the document.
The FBI will no longer place the FBI seal on U.S. Department of Justice Order 556-73 fingerprint search results. The FBI will authenticate all fingerprint search results by placing the FBI watermark and the signature of a division official on the results at the time of submission. Do I need to notarize my FBI Background Check before sending it to the Department of State for an Apostille? 
No, an FBI background check should not be notarized before sending to the Federal Authentications Office in DC.

Photo ID Verification

FBI Background Check (Out of State Applicants)

A sample FBI card instruction sheet is attached along with a consent form. Please read carefully and follow the steps to obtain the service.

  1. Form FBI FD-258: Your fingerprints should be placed on a standard FBI fingerprint form “FD-258” (Heavy Card Stock Paper, Blue or Black Color). You can obtain this service from the State Approved Live Scan Vendor or from your Local Police Station. It is so easy to find the location; just type in Google “fingerprinting near me”, Call them first – some places need an appointment. Fingerprints are taken by ink or via Live Scan Device and are printed on FBI FD-258 fingerprint cards (Heavy Card Stock Paper, Blue or Black Color). We accept Old & New Ink Print Technology, see the attached sample file name “FBIFD258”(DO NOT SEND SAMPLES FOR PROCESSING). All the required fields are highlighted in yellow color, demographic data fields must be completed and signed by both parties.
  2. Consent Form: Submit a filled-out Consent form “FBIDOJ-40” (Digital or Printed Version). All the required fields are highlighted in yellow color, see the attached sample file name “FBIFD258”(DO NOT SEND SAMPLES FOR PROCESSING).
  3. Photo ID: A digital or printed copy of a government-issued photo ID (State ID, Driver’s License, Passport, etc.) is required.
  4. Mailing: Please send in the Tracked Envelope containing two FBI – FD258 Printed Hard Cards, one Consent Form, and a copy of your Government Issued Photo ID to our Michigan Location at “Royal Printing 48645 Vandyke Ave #107, Shelby Township, MI 48317”.
  5. Processing Time: 2-3 Business Days for the Soft Copy result and for the Hard Copy result will take 5-7 Business Days.  Days Counts will start once the Tracked Envelope Received by the FBI.

  2. Your card must include rolled impressions of all 10 fingerprints and impressions of all 10 fingerprints taken at the same time (these are sometimes referred to as plain or flat impressions).   3. The full nine digits of your Social Security number or the Last four digits of the SSN must be needed for the processing. We preferred full SSN for the process, failure to provide this information may significantly delay the process of a background check. Please make sure you entered the right number in the response letter and on the Fingerprint card.
  4. The name on your photo ID will match the name indicated on the fingerprint card and your response letter.
  5. To ensure the most legible prints possible, if the fingerprints are not legible – the fingerprint card will be rejected, and this could cause delays in processing and could also result in additional fees.

How to Submit a Legible Fingerprint

  1. Minimize handwashing to avoid worn ridge.
  2. Applying lotion at night and wearing gloves to bed.
  3. Use Digital Fingerprint technology (Live Scan) for Paper-Ink and Roll Card rather than Old Ink Style (Both are Ink Printing).
  4. Take a Break in between the attempt and Rubbing Fingers.

Factors of Poor Fingerprint Quality

  1. Dry fingers due to the natural aging process.
  2. Worn ridge structure due to occupation.
  3. Finer ridge structure specific to a demographic group.
  4. Uncooperative subject.
  5. Nervous Subject.
  6. Humidity / Temperature.
  7. Seasonal Change.
  8. Ambient Light.
  9. High Throughput/ Reduced Capture Time.
  10. Unclean Scanner Platen.
  11. Application Graphical User Interface (GUI).
  12. Ease of Scanner Use / Interaction.

Quality Fingerprints

Female subjects have worse image quality, so before submitting fingerprints please practice the above tips. Left-hand fingerprint quality is worse than right-hand Image. Quality worsens as the subject’s age increases. Approximately 2% of the Applicants will be rejected due to poor fingerprint image quality. We are always trying our best to reach 75% above fingerprint quality ratting even if it needed 30%. Royal printing is not at all responsible for the rejection due to poor fingerprint quality, missed agency attestation and or authorization with signature, filled out the application form, and or incorrect data entry. Before you leave our office or submit Fingerprint Card, your responsibility is to double-check all of your paper works. An authorized Paper-Ink and Roll Card Printers can’t issue TCN, but an authorized Card Readers or Card Scanners can issue this number because they are using our authorized printed card to read. Card reader’s system will automatically generate this number whenever they are going to read. Applicant, please check with your applied state’s approved Hard Card Scanners/Readers list.

Transaction Control Number (TCN) is an automatically generating number at the time of LIVE SCAN applicant’s information and fingerprints are entered in the system. FBI, Michigan and Florida State applicants will get this number because they are using LIVE SCAN system.

Michigan’s Law on Notarial Acts (MiLONA), P.A. 238 of 2003, as amended, is an act to provide for the qualification, appointment, and regulation of Notary Publics (Notaries) by the Secretary of State. As such, a Notary is a public servant. The MiLONA prescribes the powers and duties of state agencies and local officers and provides for remedies and penalties. The MiLONA provides for the protection of citizens against fraud by requiring that a commissioned Notary verify and attests to the signing of documents. The MiLONA further provides for the admissibility of evidence and establishes the recognition of acknowledgments and other notarial acts performed outside of this state.

The MiLONA does not require Notaries to use an embossed seal or rubber stamp on a document.  However, the use of a stamp provides for a more consistent and complete notarization.

Notarization Types
As discussed above, a commissioned Notary is authorized to perform three (3) types of notarizations.
1. Acknowledgments,
2. Administer Oaths or Affirmations (Jurat), and
3. Witness or Attest to a Signature
Note: A Notary should not decide what type of notarial act a document requires. The client must know and tell the Notary or the document itself clearly indicates what is needed. For example, the jurat indicates that the document was “sworn to before me,” then an oath must be administered.

When administering oaths, parties should raise their right hands. The left hand may be used in cases of disability.  Following the oath, the signer must answer affirmatively i.e.:  I do or Yes.
